Society Equestrian Officer

1. There shall be a Society Equestrian Officer to coordinate equestrian activities and maintain a handbook of regulations with the agreement of the governing body within the SCA. The Society Equestrian Officer is a deputy marshal to the Society Earl Marshal.

Kingdom Earl Marshal

1. The Kingdom Earl Marshal is responsible for overseeing all combat-related activities in Lochac.
2. They are appointed by the Crown.
3. They must be a member of the SCA or its affiliates.
4. They must be a senior marshal (or equivalent) in at least one of the following fields: equestrian, armoured combat, or rapier.

5. The Kingdom Earl Marshal must have deputies with responsibility for any combat-related activities for which they are not themselves a senior marshal (or equivalent). They may have warranted deputies for other areas (e.g. a Kingdom Earl Marshal who is a senior marshal for both armoured combat and an authorising fencing marshal may still choose to have deputies for one, or both, of those areas).

   The Kingdom Earl Marshal must have deputies with responsibility for any martial activities for which they are not themselves an authorising marshal for. They may have warranted deputies for other areas (e.g. a Kingdom Earl Marshal who is both a senior marshal for armoured combat and an authorising fencing marshal may still choose to have deputies for one, or both, of those areas).

1. The Kingdom Equestrian Officer is a deputy of the Kingdom Earl Marshal and is responsible for overseeing all equestrian activities in Lochac.
2. They are appointed by the Kingdom Earl Marshal for a two-year term, as described in Kingdom Law. This appointment should consider the individual’s experience and familiarity with equestrian activities within the Society.
3. They must be a Equestrian Senior Marshal, and must be a member of the SCA or its affiliates.
4. The duties of the Kingdom Equestrian Officer include:
   1. Managing the kingdom equestrian marshallate and oversight of equestrian activities within the kingdom.
   2. Authority to investigate and address accidents and incidents involving equestrian activities within the kingdom.
   3. The right to sanction individuals who engage in inappropriate behaviour, up to and including the removal of equestrian authorisations.
   4. Reporting as follows:
      1. Quarterly reports
         1. The Kingdom Equestrian Officer must generate, at minimum, quarterly reports on equestrian activities to the Kingdom Earl Marshal with a collateral report to the Society Equestrian Officer.

            The Kingdom Equestrian Officer must report quarterly on equestrian activities within Lochac to the Kingdom Earl Marshal and the Society Equestrian Marshal.

         2. Quarterly reports are due to the Society Equestrian Officer on 1 March (1st quarter), 1 June (2nd quarter), 1 September (3rd quarter), and 1 December (4th quarter) of each year.

      2. Accident reports
         1. In the event of an injury to a person or animal, requiring medical attention, occurring at an SCA-sponsored equestrian activity, the Kingdom Equestrian Officer will make a report (verbally if permissible) to the Kingdom Earl Marshal, Kingdom Seneschal and the Society Equestrian Officer immediately, followed by a written report to the same within 72 hours delineating the circumstances of the accident.

For reporting purposes, accidents are when medical attention is required (by a person or an animal), and incidents are everything else, such as when riders (or marshals) have to be disciplined (suspension of an authorization or removal from an activity), when a rider comes off unintentionally, or equipment gets damaged by a loose horse.

            Any incident involving calling emergency services to site must be reported to the Kingdom Seneschal within 24 hours. Their phone number is published in Pegasus.

            Other adverse events must be reported to the Kingdom marshallate within 2 weeks and to the Society Marshal within 3 months of the incident. These include:

            • injuries which resulted in bleeding, and/or which required a combatant to retire from the field, even briefly.
            • near misses

            Documentation including the marshal's account, and images, are highly encouraged to provide the greatest detail for these records.

   5. Monitoring the activation of equestrian insurance when required.
   6. Maintaining records relating to equestrian matters, including but not limited to all incident reports, and copies of insurance forms after receipt from the Equestrian Marshal in Charge of equestrian events. The Kingdom Equestrian Officer shall verify that waivers are handled in compliance with Kingdom procedures.
   7. Upon assuming the office of Kingdom Equestrian Officer, providing the Society Equestrian Officer with current contact information.
   8. Updating and maintaining their kingdom equestrian rules, and rider (and driver if applicable) authorization procedures, to be compliant with Society Rules.
